Eclipse:

Eclipse is an open source community whose projects are focused on providing an extensible development platform and application frameworks for building software. The Eclipse Platform is written in the Java language and comes with extensive plug-in construction toolkits and examples. It has already been deployed on a range of development workstations including Linux, Mac OS X and Windows based systems.
The Eclipse SDK, for example, provides a complete IDE for developing Java applications and the CDT-plugin adds C/C++ functionality. (Of course, the according compilers need to be already installed.) Furthermore, a Java Runtime Environment is needed for Eclipse to work (click here for details).

Eclipse SDK and many plugins/related projects can be downloaded from www.eclipse.org.
